It is part of the printer driver, which may or may not have been included with Mac OS, but was nonetheless developed by HP or Epson or whomever, not by Apple.
The type of file determines if the printer driver can convert it to PDF. The size of the document also matters, since documents may be created in more sizes than your paper size options. Typically, you must choose a standard paper size in the 'Page Setup' dialog box, and load the printer with that paper size.
If you must use a paper size that isn't listed in the printer software dialog box, create a custom paper size in the printer options, and then use paper that is at least that large, so you can trim it after printing.
